It looks to me that it is a sincere attempt to review and make more "equitable" the allocation of & changes to airspace classes, as well as suggesting a more flexible approach to "shared / mixed use". It probably warrants a very coordinated approach between neighbouring P&HG clubs, to reply as clubs *and* mobilise as many individuals to reply, with carefully crafted responses that don't look too 'identikit'. Final submissions 03-March-2020. Perhaps pull a working group together to share the load.
